I'd wonder why he's leeching and then get the hell over it.

He would become a person that I knew. Not someone that I know.

I choose my friends well. None of them would consider leeching in game. If I had a friend who did, that friendship would have been a bad choice on my part, and I would annul that friendship. Cheating at this game, in whatever form, should not be tollerated, since at the end of the day it'll only end up ruining it for people who play by the rules.
Yes it's harsh, but if you wrap people in cotton wool and say "it's ok if you want to leech now and again"...is that supposed to help them learn that it's bad?

I would tell them to knock it off in/out of game
at the least build a bot/macro to do something and fire off some skills. I've seen bots in Aspenwood do that

I would try PM'ing him/her and try to get a reason why he/she is leeching and if I get no response I will report like normal and try to keep PM'ing that one and if I still get no answer and depending on how well I know that person I might just give that one a second chance and deal with the problem later when that one is active which may/may not result in a kick or ignore but if it was an emergency I will tell that one to be careful next time and let everyone clearly know first.
I might also try calling/emailing or if I get to see that person I might get an answer and will be able to come up with something so that one doesn't leech anymore...hopefully.

I've played this game for a long time, and am a regular AB participant. The only people I "know" that I ab with are other veterans with at least a little sense of pride. Noone I ab with would even consider leeching for the sake of leeching. Thus if they arnt moving right away I stick up for them, and let everyone know they will be back shortly or they are just d/c. They always do come back too, so its all good.

I can tell you that I don't know anyone that leeches, or that would actually come to this. I'd probably give a fair warning; that's the type of behavior I really don't like at all. So far I haven't stumbled upon a single leecher in AB, on my side and my teams anyways. And the day I will do, they will get reported.
I can understand random AFKs (I had to AFK for a good 5 minutes because the door rang and I was home alone in the middle of an AB), in the case I give my team a warning. I just wish other players would do the same, because I've seen several people going AFK without warning and suddenly, you have a "<Player Name> has been reported for leeching", which results in "Eh sorry, phone rang" or "parents were yelling at me" thing. And they resume their play. Nothing wrong there IMHO...
And IMHO leeching should also be reported in PvE. I got into FoW and we had a dude (our healer too - I was running prot) not doing anything but picking up his drops and standing idle while the group would fight. Our group over-aggroed, healer left, and me being prot well... can't heal. Group dead. >_>.

My problem with a personal friend, is not leeching, but being more of a Leeroy. I call him on phone and say "hey slow it down a bit." Would probably do same if "leeching."

My friendships are based on the premise that the people involved aren't douchebags. Should someone I consider a friend prove to be a douchebag, I'd have to consider that friendship an unfortunate misunderstanding based upon a bad judgement of character. One I'd soon rectify. One has to draw a line somewhere.

Reporting in AB is obviously widely misunderstood. I seriously doubt there is a record kept of leech reports in AB.There would be no way for Anet to verify your claim that someone is leeching even with an avalanche of reports simply because whole alliances could/would abuse such a feature. It seems like this is more a feature used just to call people out in an individual game.Besides there are much more glaring flaws in AB aside from people leeching but I have noticed an increase in AB leeching since Zaishen Keys were implemented.
Since HZH & Cavalon never fall... Its just another arena. Lopsided arena maps are 100% responsible for the wait times because people just guest invite to the map with the advantage. Good luck getting new AB maps...We've been trying for 2 years. Personally, I'd like to see an ANET official dispute any of this. Im not gonna hold my breath.
